The Pakistani American Leadership Center (PAL-C)


The Pakistani American Leadership Center was formed in May 2004 to fill an important void in the Pakistani American community : - representation of Pakistani Americans and Pakistan on the Hill in Washington DC. 

PAL-C thus was initiated with a vision of building ties with the U.S. Congress through educating and mobilizing the Pakistani-American community at large.  Successful and reputable Pakistani-Americans took a lead in making this vision a reality.

The Congressional Pakistan Caucus was initiated with PAL-C's help, and in the summer of 2004 PAL-C was responsible for facilitating 60 Members of Congress to join the Caucus.  This is a feat achieved by few minorities in the history of the United States. 

The Congressional Pakistan Caucus was created through a Congressional initiative of the Honorable Co-Chairs Ms. Sheila Jackson Lee and Mr. Dan Burton.  The Caucus exists for two primary purposes:  first, to increase minority participation of Pakistani-Americans in their respective districts and second, to strengthen bilateral ties between Pakistan and the United States.

In 2005, PAL-C has worked closely with the Caucus to bring attention on the recent earthquake tragedy in Pakistan and will continue to press the issue for a long time to come. 

The most important projects that PAL-C has initiated are to create a “Library of Pakistan on the Hill” in its office and an education focused project. 

PAL-C aspires to build model schools in Pakistan with Congressional support.  Once schools are established and running PAL-C intends to market the model schools in means of congressional legislation—working to procure commitment from the US Congress to build up to 1000 schools in Pakistan. 

As PAL-C matures it will become the primary resource for all Pakistani-American related issues—through its library, its relationship with the Caucus and the Congress at large, and lastly its dual role as a conduit for education and awareness amongst the Pakistani American and larger American community.

In 2005-06…

  • In a Day on the Hill PAL-C mobilized the largest effort ever by the Pakistani American community in relation to the US Congress. 
  • Close to 70 individual meetings were made with Senators and Representatives spanning 16 States.
  • The H. Res 561 initiated by the Co-Chairs of the Pakistan Caucus has received 22 co-sponsors to date.
  • The Caucus has expanded to 68 members despite the loss of 3 Caucus Members during the year because of re-election or retirement. 

In 2007…

  • PAL-C Library of Pakistan on the Hill to be inaugurated.
  • Encourage membership of the Congressional Pakistan Caucus to increae to 100 Members.
  • Facilitate building schools in Pakistan by collaborating with individual Members of Congress.
  • Increase Regional Directors in States with large Pakistani-American populations.

Mr. Mossadaq Chughtai is the Founding Director of the Pakistani American Leadership Center (PAL-C) and played a critical role in establishing the first-ever Congressional Pakistan Caucus in the U.S. House of Representatives in 2004 - an important milestone for the Pakistani community residing in the United States. Mr. Chughtai is also President of Pakistan American Business Council, Washington DC Chapter. Mr. Chughtai has been an active member of various community associations and initiatives. From 2004-2005, he served on the board of Jinnah Foundation for Peace and Public Policy. He has also served as President of Pakistan Association of Greater Washington’s Alexandria chapter where he helped to organize different community events and initiatives. Mr. Chughtai is the President and CEO of Zima Inc., a franchisor of Shop Express Food Stores in the Northeast region. In 2001, his company was recognized as one of the top fifty franchises by NAFD. Zima Inc. also owns and develops various commercial and retail real-estate projects in Virginia, District of Columbia, Maryland and Pennsylvania. Portraying a sound belief in the economic well-being of Pakistan and in business oppurtunities there, Mr. Chughtai has also invested heavily in several commercial projects in various cities of Pakistan. He started his career in USA with Southland Corporation, in 1983.  During his tenure with Southland Corporation he was recognized as an exceptional performer and was awarded “Rising Eagle” and “Winning Spirit” awards. He has attended Murray College, George Washington University and Southland Management Institute for his education. As a Founding Director of PAL-C, Mr. Chughtai continues to provide able support and exemplary leadership to various Pakistani American initiatives in Washington D.C. as well as in the U.S. Congress.


Mr. Pervaiz Lodhie isthe Founder & President/CEO of LEDtronics, Shaan Technologies Karachi,  a global pioneer in LED Lighting, engineering professional, entrepreneur and businessman for 35 years. Prior to coming to the United States, Lodhie was responsible for setting up a world class woolen carpet yarn spinning plant for United/Axminister carpet manufacturer in Karachi. He established LEDtronics in 1983 in Torrance California. Today, Ledtronics is one of the world’s leaders in designing, manufacturing and packaging of energy efficient, environmentally friendly   light emitting diode (LED) lamps to some of the world’s largest Fortune 500 Companies.  Mr. Lodhie holds a Bachelor of Science degree in Mechanical Engineering from California State University at Los Angeles and was honored as its alumni of the Year 1999. He  was also the recipient of the United States Small Business Administration’s Award for Excellence. Pervaiz Lodhie founded and serves as Chairman of the Pakistani-American Business Executives Assoc. He is a Founding Director and Trustee of President Musharraf’s Pakistan Human Development Fund. He is an active member of the US Trade Advisory Committee for Congresswomen Jane Harman, and was recently invited to serve as a member on the International Circle of the World Affairs Council,  an honor he accepted with pleasure. Pervaiz also served as Chairman of the Industry Advisory Board for the College of Engineering, Computer Science and Technology at California State University, Los Angeles. In 2004 Pervaiz Lodhie joined U.S. Pakistan Business Council at the U.S Chamber of Commerce. Same year he also became one of the Founding Directors of PAL-C, a historic initiative that brought about the successful Pakistan Congressional Caucus in the US Congress.


Dr. Rafiq Rahman    Dr. Rafiq U Rahman is a Founding Director of the Pakistani American Leadership Center. Dr. Rafiq U Rahman graduated from medical school in 1980 and was awarded membership in the Pakistan College of Physicians and Surgeons in 1984. He went to the U.S. in 1985 as an American Cancer Society Fellow (Audrey Meyer Mars International Fellowship). He completed a residency in internal medicine and hematology/oncology at the State University of New York, and Roswell Park Cancer Institute. From 1991 to 1992 he served in Harlan, Kentucky as part of service to undersigned areas. Since January 1993, he has been practicing hematology/oncology in Elizabethtown KY. He also holds an academic appointment at the University of Kentucky, Lexington, KY. He is currently Chairman and Founder of the Community Uplift Program for Pakistan, and is a Board Member of Americans for Peace and Justice in South Asia. Dr. Rahman is also a Board Members of the National Commission For Human Development, Pakistan.


Mrs. Mariam Issa      Mrs. Mariam Issa is an outstanding member of both the Pakistani and Pakistani-American community.  From the start, Mariam Issa has always had a passion for helping and working with people.  Mrs. Issa moved to Houston in 1977 and for 15 years was an active businesswoman.  However, in 1992 she shifted her focus to community and social work.  Since then she has dedicated her life "to actively promote the image of Pakistan and doing humanitarian work in Houston".  Mrs. Issa is constantly on the move, devoting her time to numerous worthwhile projects in the U.S. and Pakistan.  She is politically active, and her leadership skills have brought her much recognition in the Pakistani-American community.  The project she is working on presently is installing hand pumps for water in Pakistan and 300 pumps have already been installed in Sindh and Balochistan. Mrs. Issa has been the President of the Asian Pacific American Heritage and has served on the Boards of: Asian American Coalition, Pakistani-American Association of Greater Houston, UNICEF, Asia World Expo and numerous others.  Mrs. Issa is the founder of the Pakistani American Volunteers Association and some of the organizations she is presently involved in are: Vice President of Houston Mayoral Advisory Board for International Affairs and Development - Asia, and the President of Pakistani American Women`s Association.


Dr. Maqsood Chaudhry       After serving as Regional Director of PAL-C for two years, Dr. Maqsood A. Chaudhry joined the PAL-C Board of National Directors in December of 2006. Maqsood Chaudhry, D.D.S. is highly experienced and qualified in the fields of general and family dentistry. Dr. Chaudhry is an avid member of various professional bodies such as the American Dental Association (ADA), the Academy of General Dentistry, the American Academy of Functional Orthodontics, the American Society of Dental Implants, the International Congress of Oral Implantologists, the Northern Virginia Dental Society, and has been a lifetime member of the United States Dental Institute for Orthodontic Training. Dr. Chaudhry works diligently to provide the local and international community with high quality dental care. His dynamic approach to dentistry coupled with his values of faith, family, and community demonstrate why Dr. Chaudhry is among the Top 100 Dentists in the United States. Not only does Dr. Chaudhry devote his time to his clinical practices, but has been actively involved in his community through education and outreach. He delivers inspiring lectures focused on preventive care in schools, churches, and mosques, as well as participates in the Give Kids a Smile program for the past two years. The Give Kids a Smile program is affiliated with the ADA and provides free dental treatment for underprivileged youth. Dr. Chaudhry is also an expert advisor for Voice of America (VOA), an international broadcasting network. Currently, Dr. Chaudhry dedicates himself to the Paul Harris Fellowship of the Rotary Club of Mclean. He is the Washington D.C. councilor for the Association of Pakistani Physicians in North America (APPNA) and the permanent director and was the past President of the Pakistan American Business Association (PABA). Dr. Chaudhry graduated in 1991 from the College of Dentistry at the West Virginia University. He completed advanced training in general practice residency at Virginia Hospital in Morgantown and in West Virginia. He then continued his education in the field of Orthodontics for two years at the United States Dental Institute of California (USDIC) and later furthered his education in all subfields of dental implants at the Howard University College of Dentistry.


Mr. Arif Zaffar Mansuri      Having joined PAL-C as a Regional Director in February of 2007, Mr. Arif Zaffar Mansuri formally joined the PAL-C Board of National Directors in June of 2007. Mr. Mansuri is the President and Managing Editor of Pakistan Link, an English/Urdu newspaper printed weekly for the Pakistani-American community and distributed throughout the United States and Canada . He is also the President and CEO of Metals & More, Inc., a California-based importer and wholesaler of stainless steel. He is also the Director of Tubular Specialties Manufacturing, Inc., a manufacturer of washroom accessories and handrails/railing systems with a manufacturing plant in Los Angeles and warehouses at various locations across the U.S.A. He is also the Director of Huntman LLC, a California-based investment company with commercial and residential real estate holdings in California and Arizona. Mr. Mansuri is an active member of several Pakistani-American and American associations, and has been instrumental in organizing many community events and fundraisers. He is the President of Council of Pakistan American Chamber of Commerce (CPACC), the Director of Pakistan American Leadership Center (PAL-C) and a Board Member of the Southern California Organization of Pakistani Engineers (SCOPE) and the Urdu Writers Society (UWS). He is also a member of the Federal Bureau of Investigation’s (FBI) Multi Cultural Advisory Committee (MCAC) and the Los Angeles County Sheriff’s Pakistan Advisory Council. Mr. Mansuri holds a Bachelors Degree in Mechanical Engineering from N.E.D. Engineering University, Karachi; a Masters Degree in Industrial Engineering from Texas Tech University, Lubbock, Texas; and an MBA Degree from Pepperdine University, Malibu, California. Mr. Mansuri is married to his wife of 18 years, Zaib-un-Nissa (Debbie) and has a five-year-old daughter, Jazmyn.


Dr. Raza Bokhari      After years of service to the Pakistani American community, in February of 2008, Dr. Raza Bokhari formally joined the PAL-C Board of National Directors. Dr. Bokhari has a Doctor of Medicine degree from the University of Punjab, Rawalpindi Medical College, and an Executive MBA from Temple University, Fox School of Business & Management. He is the Chairman & CEO of Parkway Clinical Laboratories (PCL), a full service clinical reference laboratory, serving diverse clients in the mid-Atlantic region for over three decades. He was elected as the National President for the Pakistani American Public Affairs Committee (PAKPAC) for the years 2006-07. He currently serves on the Board of Visitors of Temple University’s Fox school of Business and Management and on the Board of Directors of the World Affairs Council of Philadelphia.  In 2006 Dr. Bokhari was elected to the Board of Directors of the Pakistan Human Development Fund, a nonprofit international organization devoted to promoting primary education and basic healthcare in rural Pakistan.  He is actively involved with the Franklin Institute as a member of the Board of trustees. Regional, national and international media outlets and newspapers, such as “The Wall Street Journal, The Wall Street Reporter, The Philadelphia Business Journal, Philadelphia Magazine, DAWN, Pakistan Link, NBC 10, ABC 6, CN8 Comcast newsmakers, PTV, PrimeTV, GEOTV”, etc, have either interviewed Dr. Bokhari or published his profile as an industry expert and community/civic leader. Dr. Bokhari has also spoken before professional organizations and academic institutions, including theUS Congressional Caucus on Capitol Hill in Washington, DC.
